RAVAN AIR Celebrates COSTARS’ 20-Year Anniversary
As COSTARS celebrates its 20th anniversary, we reflect on the significant impact this program has had on streamlining the procurement process for inspection services in Pennsylvania. RAVAN AIR is proud to be a part of Pennsylvania’s COSTARS Cooperative Purchasing program.
COSTARS, the Cooperative Sourcing To Achieve Reductions in Spend program, empowers Pennsylvania’s public sector. This state program helps municipalities, government agencies and nonprofits purchase goods and services from qualified vendors at competitive prices. It provides access to exclusive contracts with qualified vendors, streamlining the procurement process and ensuring competitive pricing on essential goods and services.
The article, written by Kim Bullivant, Supplier Development & Support Division Chief, who has been with COSTARS since 2013, speaks of the climate of pop culture and procurement options when COSTARS began in 2004. Prior to the program, Pennsylvania’s Commonwealth Procurement Code allowed local public procurement units (LPPUs) to leverage statewide contracts. However, these contracts often lacked the flexibility to meet specific local needs. A pivotal moment in Pennsylvania’s public procurement landscape occurred when the General Assembly amended this Code, empowering the Department of General Services (DGS) to create the COSTARS program. This revolutionized the way LPPUs and state-affiliated entities could procure goods and services.
Since then, the program has grown quickly. “Today, the COSTARS team consists of nine individuals who support more than 9,500 local public procurement units and over 2,000 suppliers.” The team has expanded contract offerings from four to 36, increased annual spend to over $1 billion and generated millions of dollars in annual taxpayer savings.
